OSC port can't be opened

I'm on 3.0.214.0 and when I enable OSC, a pop-up appears saying "the specified port could not be opened". I tried different ports. I checked the firewall and MultiPlay is enabled. Some weeks ago I still was on 3.0.209 and there was no problem.
Maybe theres no bug and I'm just doing something wrong. I think I'm doing it the same way I always did

Local Host is still a work in progress. Set the Adapter to the real one with IP address.
