Is that port number already being used by another program?

port 8123 is the default port for HomeAssistant, although it does not have a Windows flavor unless running within a VM.

I had the same issue and simply changed to use the assigned IPV4 address, instead of localhost.
You can find this by opening a command line prompt and typing:

ipconfig /all
[press Enter]

Then made sure the IP was changed in Bitfocus Companion.
