Live Video/audio input from webcam/microphone

I hope I haven't missed a discussion regarding this subject but I'd like to know if there is a way to tap into the signal being sent via USB to the PC (like a Blackmagic ATEM) which appears to the system as a webcam. We want to be able to cue the live video and audio along with presentations and media files.
